<p style="font-size:18px" class="wp-block-paragraph"><strong>捷運1號線的營運公司HURC1去年總營收204億越盾，但虧損超過100億越盾</strong></p>

<p style="font-size:16px" class="wp-block-paragraph">根據胡志明市1號地鐵有限公司責任公司（<a href="https://www.facebook.com/HURC1HCMC/">HURC1</a>）經審計的財報顯示，公司去（2024）年客運和提供服務的營收接近111億越盾。這是該公司自濱城-仙泉捷運1號線於前一年12月22日正式營運以來，首次錄得營收。其中，客運收入約106億越盾，其餘為服務收入。因該捷運營運第一個月免費搭乘，因此公司的部分收入可能是來自補貼。</p>



<p style="font-size:16px" class="wp-block-paragraph">HURC1表示，在前10天的商業營運期間，營運的班次共1,982班，運送超過110萬名旅客。分別比原定計劃班次及運送旅客數高出超過1%及196%。</p>



<p style="font-size:16px" class="wp-block-paragraph">此外，公司也從存款利息中獲得超過93億越盾的財務收入。因此，該企業去年的總收入達到約204億越盾。</p>



<p style="font-size:16px" class="wp-block-paragraph">公司去年的營運成本近 104 億越盾。另企業管理費用接近 201 億越盾，約為 2023 年的近 4 倍，其中管理人員的人事成本約佔 193 億越盾。</p>



<p style="font-size:16px" class="wp-block-paragraph">總計，HURC1公司去年稅後虧損近 101 億越盾，是前一年的近兩倍，這也是自該公司於 2019 年成立以來虧損最嚴重的1年。截至目前，累計虧損已超過 351 億越盾。</p>

<p style="font-size:16px" class="wp-block-paragraph">.截至去年底，HURC1 有總資產超過 35,590 億越盾，主要為有形固定資產，包括車廂，廠房與停車場設施系統（DWE）、設置於 3 個地下車站與 11 個高架車站的自動收費系統（AFC）、以及月台門系統（PSD）。此外，公司還有超過2,230億越盾的銀行存款，主要為12個月定期存款。</p>



<p style="font-size:16px" class="wp-block-paragraph">HURC1 是濱城-仙泉捷運1號線的營運公司，公司由胡志明市人委會持股100%。</p>

<p class="wp-block-paragraph" style="font-size:16px">胡志明市人委會（<a href="https://hochiminhcity.gov.vn/" target="_blank" rel="noreferrer noopener">UBND TP HCM</a>）已函請計劃投資部，請求延後胡志明市捷運1號線<strong>（Ben Thanh &#8211; Suoi Tien）</strong>的完工日期。</p>



<p class="wp-block-paragraph" style="font-size:16px"><a href="https://vneconnews.com/%e8%83%a1%e5%bf%97%e6%98%8e%e5%b8%82%e6%8d%b7%e9%81%8b%e8%b7%af%e7%b6%b2%e8%a6%8f%e5%8a%83-%e4%b8%80%e8%99%9f%e7%b7%9a%e9%a0%90%e8%a8%882022%e5%b9%b4%e9%80%9a%e8%bb%8a/" target="_blank" rel="noreferrer noopener">胡志明市人委會把完工日期訂在2023年第4季末</a>。工程結案時間為2024-2028年，其中工程保固時間為2024年至2025年底，協助運行及保養時間為2024年至2028年底。因此，完工日期比原先計畫（2019年第4856號決定）晚了2年。</p>



<p class="wp-block-paragraph" style="font-size:16px">胡志明市人委會表示，由於過去2年受Covid-19（新冠肺炎）疫情影響，現場施工人員工作方面面臨諸多困難，加上許多外國專家亦因疫情而無法入境，嚴重影響工程進度，特別是複雜、技術含量高的項目。此外，因為延遲簽訂第19號總顧問合約附件，進而影響如：顧問工作；駕駛、調度和站務員訓練； 資訊系統安裝等多項重要工作，而導致捷運1號線的完工日期再延後</p>



<p class="wp-block-paragraph" style="font-size:16px">胡志明市捷運1號線2012年動工興建，當初的建設經費約173,880億越盾，後經費追加至437,000億越盾。捷運1號線全長約20公里，自第1郡Ben Thanh站至Thuc Duc郡的Long Binh機廠，設14座車站。</p>

<p class="wp-block-paragraph" style="font-size:16px">根據胡志明市人委會向計劃暨投資部（<a href="http://www.mpi.gov.vn/" target="_blank" rel="noreferrer noopener">Bộ Kế hoạch và đầu tư</a>）提交的有關胡志明市捷運2號線的推動進度報告，胡志明市捷運2號線將於2022年開始動工興建。<a href="https://vneconnews.com/hcmc%e6%8d%b7%e9%81%8b2%e8%99%9f%e7%b7%9a%e5%9c%9f%e5%9c%b0%e5%be%b5%e6%94%b6%e8%b3%a0%e5%84%9f-%e6%b0%91%e7%9c%be%e5%ab%8c%e5%b0%91/" target="_blank" rel="noreferrer noopener">目前捷運興建所需土地部分已完成超過74%的土地徵用</a>，其中1、10、12、新平及新富郡的土地徵用已100%完成。土地徵用的工作預計在今年年初全部完成。投資方目前正進行招標相關工作的準備以便在今（2021）年開始招標。</p>

<p class="wp-block-paragraph" style="font-size:16px">胡志明市捷運2號線( Ben Thanh-Tham Luong )全長11公里 ，走地下段部分長約9.2公里，地面和高架約2公里，有9個地下車站，1個高架車站和1個機廠(Depot)。 預計將在2026年年底投入運營，第一階段每天載客量為140,000名，第二階段預計達到40萬名。總投資金額超過13億美元（478,000億越盾），資金來源包括: 亞洲開發銀行（5.4億美元）、德國復興信貸銀行（3.13億美元）和歐洲投資銀行（1.95億美元），但由於遭遇各種問題而導致進度延遲，當初預估的總投資金額在2019年再調高至近21億美元。</p>

<p class="wp-block-paragraph" style="font-size:16px">供電系統工程分別於Binh Thai（守德）和Tan Cang（平盛郡）共設置2座主電站負責供電給沿線電站。將從Thu Duc站至Long Binh機廠段先施工，預計10天內完成，接著將再往市中心方向施工。廠商預計三月底Binh Thai（守德）主電站將完成通電，Tan Cang（平盛郡）主電站則預計年底完成通電，兩個主電站可互作備援。</p>

<p class="wp-block-paragraph" style="font-size:16px"><strong>票價方案1：</strong>進站票價金額為8,000越盾/次；隨後每公里的票價為800越盾。此票價方案適用於第一年營運且已獲胡志明市人委會在2019年11月13日的第4856號決定中批准。</p>



<p class="wp-block-paragraph" style="font-size:16px"><strong>票價方案2：</strong>胡志明市都市鐵路管委會（<a href="http://maur.hochiminhcity.gov.vn/" target="_blank" rel="noreferrer noopener">MAUR</a>）建議根據路線搭乘里程數，票價每趟為7,000-12,000越盾。 平均搭乘里程數為9.5公里的票價為每趟10,000越盾。 依此計算，平均每月搭乘費用（40趟平均搭乘里程數）約為400,000越盾。 儲值票比單程票每趟優惠1,000越盾。 另外，還有1日和3日票，票價分別為22,000越盾和60,000越盾。</p>

<p class="wp-block-paragraph" style="font-size:16px">第2方案票價是使用目前公共運輸（公共汽車）票價為基礎而訂定，票價較第一方案低且符合胡志明市民眾的平均收入。但交通運輸所認為方案2仍不夠全面（例如還沒有老年人，殘障人士等的票價優惠方案&#8230;），亦沒有充分評估可能影響第一階段營運的各種因素。因此，該所建議胡志明市政府繼續交由MAUR協同胡志明市都市鐵路1號股份有限公司（HURC1）、公共交通管理中心及相關單位進行審查並訂定合理性及可接受性的票價方案。</p>

<p class="wp-block-paragraph" style="font-size:16px">車廂使用鋁合金製造，製造廠商為日本<a href="https://www.hitachi.co.jp/" target="_blank" rel="noreferrer noopener">HITACHI</a>，每節車長21 m，高3公尺，寬4公尺，重37公噸，單輛總長61.5m，最高速度為110km / hr，設計容量為每節930人，其中座位147個和立位783個。HCMC捷運1號線有17輛列車，共51節車廂。</p>



<p class="wp-block-paragraph" style="font-size:16px">HCMC捷運1號線CP3標工程，包括車廂、軌道和機電設備的生產，目前已完成61％，預計到今年年底將完成80％。其餘的三個主要標工程包括：CP1a（第一郡的濱城站（ga Bến Thành）到歌劇院站（ga Nhà hát thành phố）地下段部分）、CP1b（第一郡的歌劇院站到Ba Son站地下段部分）以及CP2（高架站和機廠），分別完成76％、88％和86％。 HCMC捷運1號線至今完成77％，目標2021年底通車。</p>

<h6 class="wp-block-heading">越南財經新聞編譯</h6>



<p class="wp-block-paragraph" style="font-size:16px">根據設計，捷運1號線列車共有三節車廂，製造廠商為日本HITACHI，單輛總長61.5m，最高速度為110km / hr，設計容量為每節930人，其中座位147個和立位783個。列車原本於2020年6月運抵越南，但因COVID-19( 新冠肺炎 )疫情影響而延後。</p>

<p class="wp-block-paragraph" style="font-size:16px">政府辦公室去函給投資暨計畫部（<a href="http://www.mpi.gov.vn/" target="_blank" rel="noreferrer noopener">Bộ Kế hoạch và đầu tư</a>）、財政部（<a href="http://www.mof.gov.vn/webcenter/portal/btc" target="_blank" rel="noreferrer noopener">Bộ Tài chính</a>）和胡志明市人委會（<a href="http://www.hochiminhcity.gov.vn/" target="_blank" rel="noreferrer noopener">UBND TP.HCM</a>）表示，參考財政部建議後，副總理范平明（Pham Binh Minh）同意取消向亞洲開發銀行（<a href="https://www.adb.org/" target="_blank" rel="noreferrer noopener">Asian Development Bank</a>）提前貸款3.9億美元興建HCMC捷運2號線(Ben Thanh-Tham Luong)。該筆貸款是先前由越南政府和亞銀在2956-VIE貸款協議中籤署的。副總理同時指派財政部與亞銀合作處理有關取消提前貸款一事，而胡志明市人委會必須分配該市府預算來支付因取消提前貸款所產生的費用。</p>
