<p style="font-size:18px"><strong>副總理要求交通運輸部，越南機場公司（<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/" target="_blank">Tổng công ty cảng hàng không Việt Nam</a> &#8211; ACV）加快完成興建新山一機場第三航站的相關程序，以便能按計畫於2021年第2季動工</strong></p>



<h6 class="wp-block-heading" id="h-">越南財經新聞編譯</h6>



<p style="font-size:16px">副總理還要求胡志明市人委會（UBND TP HCM）對興建T3航站的土地使用依土地法加快建立有關調整2016-2020年國防土地規劃及使用計畫方案，以呈交主管機關審批。一經主管機關審批後，則國防部將調整土地利用規劃和使用計劃，並把興建T3航站的土地依法移交給胡志明市人委會管理。胡志明市人委會獲土地移交後將按《土地法》、《民航法》和相關規定進行興建T3航站的分配土地。</p>

<p style="font-size:16px">此前，<a href="https://vneconnews.com/%e6%8a%95%e8%b3%87%e8%88%88%e5%bb%ba%e6%96%b0%e5%b1%b1%e4%b8%80%e6%a9%9f%e5%a0%b4%e7%ac%ac%e4%b8%89%e8%88%aa%e5%bb%88/" target="_blank" rel="noreferrer noopener">在今（2020）年5月份，政府已批准投資興建新山一國際機場第 3航站</a>，並交由越南機場公司（ACV）作投資方。第三航廈將依循國際標準來興建，容量為年旅客吞吐量 2,000萬人次，興建工程總投資為 100,990億越盾，預計 37個月內完工。</p>

<p style="font-size:16px">政府剛頒布有關核發電子簽證以及持有電子簽證旅客進出各入境口岸的第79/ NQ-CP號決議， 一共有80個國家和地居的公民可申請電子簽證，其中包括: 奧地利、波蘭、比利時、 葡萄牙、 德國、 印度、 韓國、美國、芬蘭、 法國、中國&#8230;等國家和地區，該決議自7月1日起生效。</p>

<p style="font-size:16px">電子簽證持有旅客可從8個航空入境口岸，16個陸地入境口岸和13港口入境口岸入出境越南。</p>



<p style="font-size:16px"><strong>8個航空入境口岸包括:</strong> 內排國際機場(<a rel="noreferrer noopener" href="http://noibaiairport.vn/" target="_blank">Nội Bài</a>)、 新山一國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/tansonnhatairport/" target="_blank">Tân Sơn Nhất</a>)、 芽莊金蘭國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/camranhairport/" target="_blank">Cam Ranh</a>)、峴港國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/danangairport/" target="_blank">Đà Nẵng</a>)、 吉碑國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/catbiairport/" target="_blank">Cát Bi</a>)、 芹苴國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/canthoairport/" target="_blank">Cần Thơ</a>)、 富國國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/phuquocairport/" target="_blank">Phú Quốc</a>)以及富牌國際機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/phubaiairport/" target="_blank">Phú Bài</a>)。</p>



<p style="font-size:16px"><strong>16個陸地入境口岸:</strong> Tay Trang(Dien Bien), Mong Cai (Quang Ninh), Huu Nghị (Lang Son), Lao Cai (Lao Cai), Na Meo (Thanh Hoa), Nam Can (Ngha An), Cau Treo (Ha Tinh), Cha Lo (Quang Binh), La Lay, Lao Bao (Quang Tri), Bo Y (Kon Tum), Moc Bai, Xa Mat (Tay Ninh), Tinh Bien, Song Tien (An Giang), Ha Tien (Kien Giang)。</p>



<p style="font-size:16px"><strong>13港口入境口岸:</strong> Hon Gai, Cam Pha (Quang Ninh), Hai Phong, Nghi Son (Thanh Hoa), Vung Ang (Ha Tinh), Chan May (Thua Thien Hue), Đa Nang, Nha Trang (Khanh Hoa), Quy Nhon (Binh Đinh), Dung Quat (Quang Ngai), Vung Tau (Ba Ria &#8211; Vung Tau), TP.HCM, Duong Đong (Kien Giang)。</p>

<h6 class="wp-block-heading" id="h-">越南財經新聞編譯</h6>



<p style="font-size:16px">第三航廈將依循國際標準來興建，容量為年旅客吞吐量 2,000萬人次，為國內線提供服務，並分擔第一航廈的負荷。 另外，第三航廈的規劃設計亦必須符合隆城（Long Thanh）和新山一(Tan Son Nhat)兩機場之間的營運分配。興建工程總投資為 100,990億越盾，經費由越南機場管理公司（<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/" target="_blank">Tổng công ty cảng hàng không Việt Nam</a> &#8211; ACV）負責而不動用國家預算， 自批准後工期為 37個月。</p>

<p style="font-size:16px">總理亦同時要求胡志明市人委會，對提交給投資暨計畫部(<a href="http://www.mpi.gov.vn/" target="_blank" rel="noreferrer noopener">Bộ Kế hoạch&nbsp;và&nbsp;Đầu tư</a>)有關該計劃的相關數據、資料和報告負責審查。 越南交通運輸部 (<a href="http://www.mt.gov.vn/" target="_blank" rel="noreferrer noopener">Bộ Giao thông vận tải</a>)則負責有關提議由ACV作投資方，並使用公司資金做為工程經費的相關事宜。</p>



<p style="font-size:16px">越南目前有22個機場，其中包括9個國際機場和13個國內機場都是由ACV來投資、管理和運營。</p>

<p style="font-size:16px">新城隆安(Tan Thanh Long An)投資股份公司和越南創意工業園管理公司（VNIP）於05/17日在龍安(Long An)動工興建一佔地 1,800公頃，名為越發(Viet Phat)的工業園區。 越發(Viet Phat)是規劃為一結合工業園區和都市區的新模式工業園區，其中工業園區的土地面積約 1,200公頃，都市土地面積則約 625公頃。越發(Viet Phat)工業園區以佔地多達1,800公頃，儼然成為當今最大的工業園區之一。 目前該園區的全部面積已完成土地徵收的工作，電力方面由Thu Thua變電所提供， 且供水網絡充足，有地下水勘探許可證，每日 7,500立方米。</p>

<p style="font-size:16px">投資暨規劃部(<a rel="noreferrer noopener" href="http://www.mpi.gov.vn/" target="_blank">Bộ KH-ĐT</a>)和財政部(<a rel="noreferrer noopener" href="https://www.mof.gov.vn/" target="_blank">Bộ Tài chính</a>)已致函總理，同意一致交由交通運輸部 (<a href="http://www.mt.gov.vn/" target="_blank" rel="noreferrer noopener">Bộ Giao thông vận tải</a>)負責執行兩項緊急項目的投資：依緊急命令投資興建項目法以指定標方式來對對內排(<a rel="noreferrer noopener" href="http://noibaiairport.vn/" target="_blank">Sân bay Nội Bài</a>)和新山一國際機場<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/tansonnhatairport/" target="_blank">(sân bay Tân Sơn Nhất</a>)的跑道和滑行道進行整修翻新工程。</p>



<p style="font-size:16px">在此之前，政府於 04/09日頒布第41/ NQ-CP號決議，同意依公共投資法緊急公共投資項目，對內排和新山一國際機場的跑道和滑行道進行整修翻新工程。</p>

<p style="font-size:16px">內排機場的跑道和滑行道整修翻新工程預計要花費 22,960億越盾，新山一機場則預估費用為 20,580億越盾。 整修翻新工程經費來自 2019年所剩餘的中央預算。該工程項目之能經各部會快速一致通過呈交總理批准的原因在於，內排和新山一機場的負載已是三年前所設計的1.5倍， 這項整修翻新工程是為確保航空業運營和營運過程中的安全保障。</p>

<p style="font-size:16px">越南機場公司(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/" target="_blank">Tổng công ty Cảng hàng không Việt Nam</a> &#8211; 股票代碼: A<strong>CV)</strong> 在近期公布2019年審計後財報<strong>，</strong>稅後淨利與之前公司自立財報減少 1,280 億越盾<strong>，</strong>剩 82,140 億越盾。減少的主因是因匯差收入從 4, 400 億越盾減少至 140 億越盾， 另外，企業管理支出多增加 880 億越盾，而其他利潤則因不能再認列前幾年的折舊費用，從 760 億越盾減少到僅 90 億越盾。</p>

<p style="font-size:16px">受 COVID-19 新冠肺炎疫情影響，越南目前的河內-峴港-胡志明市航線只剩 8 個航班在營運，而 4 家公司有超過 200 架飛機，故各家航空公司只能輪流飛航。 飛機停在新山一機場（HCMC）</p>

<p style="font-size:16px">新山一機場(<a rel="noreferrer noopener" href="https://www.vietnamairport.vn/tansonnhatairport/" target="_blank">Sân bay Tân Sơn Nhất</a>) 一停機位難求， 越南航空業正經歷歷史上最困難的時期。 </p>

<p style="font-size:16px">越南大多數航空公司的機隊是以租賃的方式來運營，寬體客機（A350，B787）租金平均為100萬美元/月，而窄體客機（A320 / 321）租金平均約350,000美元/月。</p>

<p style="font-size:16px">飛機無法運營，航空公司除要支付飛機租金外還要支付停機坪費用，目前停機坪費用平均約為1300萬越盾/機/月。</p>

<p style="font-size:16px">截至 2019 年底，越捷航空(<a rel="noreferrer noopener" href="https://www.vietjetair.com/" target="_blank">Vietjet Air</a>)共有 80 架 A320 和 A321 飛機在運營，目前有75架暫停營運; 越竹航空(<a rel="noreferrer noopener" href="https://www.bambooairways.com/tw-zh-tw/" target="_blank">Bamboo Airways</a>)有 3 架 B787、7 架 A321、11 架 A320 和 1 架 A319； 越南航空(<a rel="noreferrer noopener" href="https://www.vietnamairlines.com/" target="_blank">Vietnam Airlines</a>)有106 架飛機，包括 A350、B787 和 A321；捷星太平洋(<a rel="noreferrer noopener" href="https://www.jetstar.com/tw/zh/about-us/jetstar-group/jetstar-pacific" target="_blank">Jetstar Pacific</a>)也有約 20 架。</p>

<p style="font-size:16px">越南航空(<a rel="noreferrer noopener" href="https://www.vietnamairlines.com/" target="_blank">Vietnam Airlines</a>) 有 106 架飛機，目前只使用 6 架在載客和載貨，新冠肺炎疫情造成的損失預估約 50 萬億越盾，相當於2020年營收計畫的 65% ;  公司 50% 的員工目前暫時沒工作，全體員工減薪。</p>

<p style="font-size:16px">因沒航班，也沒飛行時間表造成內排機場(<a rel="noreferrer noopener" href="http://noibaiairport.vn/" target="_blank">sân bay Nội Bài</a>)內廷了超過 90 架飛機。機場管理單位想盡辦法來安排停機位，包括維修車間區，甚至是在滑行跑道上。</p>

<h2 class="wp-block-heading">所有航空公司暫停運載越南公民從國外回新山一(Tân Sơn Nhất)國際機場 </h2>

<p style="font-size:16px">交通部剛向越南民航局發出最速件公文，請民航局通知各家航空公司暫停從國外運載越南公民回新山一機場。 </p>



<p style="font-size:16px">交通運輸部表示: &#8220;政府辦公室在 2020年3月21日發出第118號通知，當中總理要求及時限制各載客航班飛往越南，包括外籍航空公司。  交通運輸部指示民航局馬上執行，同時協助各航班運載外國人離開越南&#8221; 。  </p>



<p style="font-size:16px">因此，交通運輸部要求民航局即刻通知各家航空公司，從 2020年3月25日00:00起至2020年3月31日結束，暫停運載越南公民從國外回新山一(Tân Sơn Nhất)國際機場 。 </p>
